California Utility & Energy Assistance Programs
California residents struggling with utility costs can access LIHEAP bill assistance, utility rate discount programs (CARE/FERA), and emergency energy crisis aid. Applications are processed through Community Action Agencies and utility providers.
California LIHEAP
LIHEAP funds are limited and distributed on a first-come basis each fiscal year. Apply early in the season (typically June–September).
What it provides: One-time payments toward heating and cooling utility bills
Assistance: Direct payment to utility vendor; average benefit $400–$800 depending on county.
Eligibility: Benefits vary by agency; typically one benefit per program year per household.
Who may qualify:
- Households at or below 60% of state median income
- Families with high energy burden relative to income
- Renters whose utilities are in their name
Requirements:
- Recent utility bills
- Proof of income for all household members
- Social Security numbers for household members

California Alternate Rates for Energy (CARE)
Over 4 million California households receive CARE discounts. Enrolling in CARE may also qualify you for free weatherization through ESA.
What it provides: 30–35% discount on electric and gas bills
Assistance: Ongoing monthly bill discount of 30–35% on energy charges.
Eligibility: One CARE discount per household utility account; must recertify annually.
Who may qualify:
- Households at or below 200% of federal poverty guidelines
- Participants in certain public assistance programs
- Customers of PG&E, SCE, SDG&E, SoCalGas, and other IOUs
Requirements:
- Self-certification or income documentation
- Active utility account in applicant's name
- Annual recertification

Family Electric Rate Assistance (FERA)
FERA bridges the gap for working families who earn too much for CARE but still struggle with electricity costs.
What it provides: 18% discount on electric bills for moderate-income households
Assistance: 18% discount on electricity charges on top of baseline allowance.
Eligibility: Income must exceed CARE limits but fall within FERA thresholds.
Who may qualify:
- Households with income between 200% and 250% of federal poverty level
- Customers not eligible for CARE but still facing energy burden
- PG&E, SCE, and SDG&E customers
Requirements:
- Income documentation
- Active electric account
- Annual recertification
How to apply: Apply through your electric utility's website or customer service line; cannot receive both CARE and FERA simultaneously.
