Texas Medicaid and CHIP are administered by the Texas Health and Human Services Commission (HHSC). Texas has not expanded Medicaid to all low-income adults — eligibility categories are narrower than many states.

Texas Medicaid

Check current income limits on HHSC site — thresholds update annually.

What it provides: Comprehensive health coverage for eligible low-income children, pregnant women, seniors, and people with disabilities.

Assistance: Doctor visits, hospital care, prescriptions, and long-term care for qualifying categories.

Eligibility: Texas has not adopted full ACA Medicaid expansion — many low-income adults without children may not qualify.

Who may qualify:

  • Children in low-income families
  • Pregnant women meeting income limits
  • Seniors and people with disabilities receiving SSI
  • Parents and caretakers (limited income thresholds)

  • Proof of identity, income, and Texas residency

How to apply: Apply online, by phone (2-1-1), or at local HHSC office. Renewal required periodically.

Texas STAR Medicaid Managed Care

Keep renewal notices — Texas periodically reviews eligibility.

What it provides: Most Texas Medicaid recipients enroll in STAR or STAR+PLUS plans through private managed care organizations.

Assistance: Same Medicaid benefits delivered through MCO networks (Molina, Superior, UnitedHealthcare, etc.).

Eligibility: Plan assignment by county; change during open enrollment or qualifying events.

Who may qualify:

  • Approved Texas Medicaid beneficiaries in STAR service areas

Requirements:

  • Select primary care provider in plan network
  • Use plan for prior authorizations

Medicaid for Breast and Cervical Cancer (MBCC)

Critical safety net for uninsured Texas women needing cancer treatment.

What it provides: Full Medicaid benefits for uninsured Texas women diagnosed with breast or cervical cancer through screening program.

Assistance: Treatment coverage during active cancer care period.

Eligibility: Must need treatment for breast or cervical cancer.

Who may qualify:

  • Women diagnosed through National Breast and Cervical Cancer Early Detection Program
  • Income at or below 200% FPL

Requirements:

  • Referral from participating clinic
  • Application through HHSC
