Texas Utility & Energy Assistance Programs
Texas low-income households can apply for bill payment help through the Comprehensive Energy Assistance Program (CEAP), federal LIHEAP funds, and limited utility company arrearage programs overseen by the Public Utility Commission.
Comprehensive Energy Assistance Program (CEAP)
CEAP is Texas's primary LIHEAP implementation. Funding runs out — early application improves chances.
What it provides: One-time or periodic payments toward electricity, gas, propane, and wood heating costs.
Assistance: Pays utility vendor directly; amount based on funding and household need.
Eligibility: Benefits are not automatic — apply during open intake periods through local agencies.
Who may qualify:
- Texas households at or below 150% of federal poverty income guidelines
- Responsible for paying home energy bills
- Priority for elderly, disabled, and families with children under 6

PUC-Regulated Utility Bill Payment Plans
Texas has a competitive electric market — know your REP name from your bill.
What it provides: Deferred payment arrangements and disconnection protections for qualifying customers.
Assistance: Payment plans — not grants — but prevents shutoff while seeking CEAP.
Eligibility: Contact utility before disconnection; medical certificates may extend protection.
