California Veteran Housing Programs

California veterans access home loans through CalVet, HUD-VASH supportive housing, and SSVF emergency assistance. CalVet offers among the most competitive veteran home loan rates in the nation.

CalVet Home Loan Program

CalVet has helped over 430,000 California veterans purchase homes since 1921. Loans are funded through veteran-backed bonds.

What it provides: Below-market-rate home, mobile home, and farm loans for veterans

Assistance: Fixed-rate loans below conventional market rates; no down payment required on many programs.

Eligibility: Minimum 90 days active duty (exceptions for early discharge due to service-connected disability); honorable discharge required.

Who may qualify:

  • California resident veterans with qualifying service
  • Active duty military meeting residency requirements
  • Surviving spouses of veterans who died on active duty or from service-connected causes

Requirements:

  • Certificate of Eligibility from CalVet
  • DD-214 or active duty orders
  • Credit and income qualification

HUD-VASH (VA Supportive Housing)

California has one of the largest HUD-VASH allocations in the country, serving veterans in Los Angeles, San Diego, and Bay Area.

What it provides: Rental vouchers combined with VA case management for homeless veterans

Assistance: Section 8-style rental voucher plus VA clinical and housing case management.

Eligibility: Administered through VA Medical Centers and local PHAs; case management is mandatory.

Who may qualify:

  • Homeless veterans in California
  • Veterans eligible for VA health care
  • Single veterans and veteran families

Requirements:

  • Referral from VA homeless program
  • Participation in case management
  • Compliance with lease terms

Supportive Services for Veteran Families (SSVF)

SSVF providers across California include Volunteers of America, U.S.VETS, and community action agencies.

What it provides: Short-term rental assistance and housing stabilization for veteran families at risk of homelessness

Assistance: Rental assistance, utility help, security deposits, and case management for up to 90–180 days.

Eligibility: Income at or below 50% area median income; rapid rehousing or homelessness prevention focus.

Who may qualify:

  • Very low-income veteran families in California
  • Veterans who are homeless or at imminent risk of homelessness
  • Families including single veterans

Requirements:

  • DD-214 or proof of veteran status
  • Income verification
  • Participation through SSVF grantee organization
